Cycling is a popular acitvity in Singapore, and the Government also does its best to discourage the use of individual cars through high licensing costs and charges for use of city roads at peak times. Here are a set of bicycles, all parked and right next to a wall. Right next to that seems to be the entry of an underground car parking.
